A very interesting item.  It is a combination of a pen, pencil and letter opener. The letter opener is in the shape of an oar.

Marks are for Birmingham 1903 Thos Henry Vale.

Written on the side of the pencil is Made in Great Britain S crown O Code  No 48-75.  So the pencil is Stationery Office Issue

Would make  great addition to a collection.
