This is a really top quality French 19th Century rock crystal and ormolu inkwell.  It may have had another use, but this appears to be the most likely. 

This item was retailed by Callow of Mount Street, London, who were famous for selling top quality items.

It is in excellent condition and is a good heavy weight.
